In this system, primary school teachers have eight different grades that represent their roles and value. It starts with the entry-level as Primary Teacher II (T – Scale 5) in Grade B5. After three years of service, teachers can move up to Primary Teacher I (T – Scale 6), and they are placed in Grade C1, where Secondary Teacher II and Lecturer III are.

The system also includes promotions to higher levels, like Senior Teacher II (T – Scale 7), which is a gateway to administrative roles. To qualify for this, teachers need a minimum of three years as Primary Teacher I and are placed in Grade C2, including Secondary Educator II, Senior Educator II, and Special Need Education Educator in primary schools.
Further promotion leads to Senior Teacher I (T – Scale 8) for institutional administrators. To be eligible, teachers need to have three years as Senior Teacher II and are placed in Grade C3.
This grade includes positions like Secondary Educator I, Lecture I, Special Need Education Teacher I in primary schools, and Special Need Education Educator II in secondary schools.

TSC job groups and salary Scale.The system continues with Deputy Headteacher II (T – Scale 9) and Deputy Headteacher I (T – Scale 10), which are promotional grades for institutional administrators. To move up, you need three years of service at the previous grade.
Deputy Headteacher I also requires additional knowledge in curriculum development and policy implementation. Successful candidates find placement in Grades C4 and C5, which include roles like Senior Master, Special Need Education Senior Teacher, and Curriculum Support Officer.
At the top of the hierarchy are the Headteacher (T – Scale 10) and Senior Headteacher (T – Scale 11) roles. The Headteacher is responsible for school planning, budgeting, and supervision, and requires three years of service as Deputy Head Teacher II.
